Eoin Leahy

Eoin Is a chartered engineer with over 35 years’ experience of design and construction in the irish and uk construction industry. After 16 years with one of Ireland leading civil engineering construction companies, Eoin Established Eoin Leahy & Associates Consulting Engineers and Project Managers in 2005, over the following decade the firm has come to specialise in the provision of services to the Construction Insurance Industry. In 2015 we incorporated as EML Consulting Engineers.

Seamus Hegarty

Seamus Hegarty is an Associate Director at EML Consulting Engineers and a Chartered Engineer with over 20 years of experience in the Irish construction sector and significant technical knowledge of advanced construction methods, including concrete structures , steel and glulam frames ,

curtain walling, facades, insulated membrane roof construction. Throughout his career, Seamus has managed multiple large-scale construction projects, bringing a strong track record of leadership, technical expertise, and delivery excellence. He now leads a team of chartered engineers responsible for technical monitoring for latent defects insurance, ensuring high standards of quality, compliance, and risk management across a broad portfolio of developments.

Structural Engineer

Padraig Butterly

Pádraig Butterly is a Chartered Senior Structural Engineer and has been working with EML Consulting Engineers since 2022.

Having completed his degree in Civil and Structural Engineering from University College Galway in 2012, Pádraig has since worked on projects in the construction industry both as part of construction and design teams.

Pádraig has been involved in projects at various stages of the project life cycle in both the public and private sectors.

With EML, Pádraig has been responsible for ensuring projects are built to the necessary standards in line with the construction drawings and specifications, carried out design review of projects and ensured the necessary documentation is in place at the completion stage of the projects.

Senior Structural Engineer

Colum Hegarty

Colum Hegarty is a chartered senior structural engineer who joined EML Consulting Engineers in February 2023.

Following the completion of an MEng in Civil, Structural and Environmental Engineering in University College Dublin in 2017, Colum has worked in structural design and construction management across a range of residential, commercial, and public work projects.

Colum’s role with EML comprises providing technical expertise, reviewing structural designs, and ensuring the maintenance of construction and design standards throughout a project life cycle.”

Senior Engineer

Shane McHugh

Shane McHugh is a Senior Engineer with EML and holds a Masters qualification in Structural Engineering with Architecture. He has successfully delivered LDI certification technical support on a number of projects since joining EML in 2024. Prior to this Shane gained valuable experience in the building envelope industry having spent seven years with Arup in the Façade Consultancy team, working on a wide range of projects in the commercial and residential sectors. Shane maintains strong working relationships with clients, site representatives, and the broader design team.

Chris Devlin

Chris is a Senior Engineer with over 10 years’ experience with Walls Construction delivering large-scale construction projects across commercial, residential, and infrastructure sectors. Chris has proven expertise in contractor management and on-site technical problem-solving across several major developments including Glencar house and Oisin house in Trinity College Dublin. Chris joined our team in Q1 2025 and works as a specialist consultant focused on latent defect insurance, providing technical audits and compliance reviews to insurers, developers, and asset owners With his experience reviewing project specifications and overseeing the BCAR process from initiation through to completion, Chris brings extensive site-based experience and strong technical knowledge with him.

Arnold Leahy

Arnold is a Fellow of the Royal Institute of Architects of Ireland, with over 35 years experience in the Irish and UK construction industries. Having spent the initial 8 years of his career with Frederick Gibberd Coombes in London, he returned to Ireland in 1996 to set up Arnold Leahy Architects, a practice currently with 6 architects and technicians
