Eoin Leahy

Eoin is a Chartered Engineer with over 35 years’ experience of design and construction in the Irish and UK construction industries. After 16 years with one of Ireland leading civil engineering construction companies, he established Eoin Leahy & Associates – Consulting Engineers and Project Managers in 2005. Over the following decade the firm came to specialise in the provision of services to the Construction Insurance Industry. In 2015 we incorporated as EML Consulting Engineers.

Seamus Hegarty

Seamus Hegarty is an Associate Director at EML Consulting Engineers and a Chartered Engineer with over 25 years of experience in the Irish construction sector. Over the years Seamus has gained significant technical knowledge of numerous advanced construction methods. Seamus has successfully overseen many large-scale construction projects, demonstrating strong leadership, technical expertise, and a commitment to excellence in delivery. He now leads a team of chartered engineers responsible for technical inspection services and assigned certification, ensuring delivery of the highest standards of quality, compliance, and risk management across a broad portfolio of developments.

Senior Structural Engineer

Padraig Butterly

Pádraig Butterly is a Chartered Senior Structural Engineer and has been working with EML Consulting Engineers since 2022. Since completing his degree in Civil and Structural Engineering from University College Galway in 2012, Pádraig has worked as part of both the construction and design teams. He has played a key role in multiple projects at various stages of the project life cycle in both the public and private sectors. With EML, Pádraig is part of the design review team and is responsible for ensuring projects are built to the necessary standards in line with the construction drawings and specifications.

Senior Structural Engineer

Colum Hegarty

Colum Hegarty is a Chartered Senior Structural Engineer who joined EML Consulting Engineers in February 2023. Following the completion of an MEng in Civil, Structural and Environmental Engineering in University College Dublin in 2017, Colum joined DBFL and has worked in structural design and construction management across a range of residential, commercial, and public work projects. His role with EML comprises providing technical expertise, reviewing structural designs, and ensuring the maintenance of construction and design standards throughout a project life cycle.

Senior Facade Engineer

Shane McHugh

Shane McHugh is a Senior Façade Engineer with EML and holds a Masters qualification in Structural Engineering with Architecture. Prior to joining EML in early 2024, Shane gained valuable experience in the building envelope industry having spent seven years with Arup in the Façade Consultancy team, working on a wide range of projects in the commercial and residential sectors. Shane plays a key role in our façade design review team and has successfully delivered LDI certification on a number of projects. He maintains strong working relationships with clients, site representatives and the broader design team.

Chris Devlin

Chris is a Senior Engineer with over 10 years’ experience in the Irish and UK construction industry. Prior to joining EML in early 2025 he worked with Walls Construction delivering large-scale projects across commercial, residential, and infrastructure sectors. Chris has proven expertise in quality control and on-site technical problem-solving across several major developments. His experience of project specifications and overseeing the BCAR process from initiation through to completion is invaluable in his role as LDI Technical Inspector.

Ciaran Reilly

Ciaran is a chartered geotechnical engineer and holds a PhD in geotechnical engineering from Trinity College Dublin and a BE in civil, structural & environmental engineering from National University of Ireland, Galway. He is enlisted on the Register of Ground Engineering Professionals (RoGEP) at Specialist level. He is a highly experienced geotechnical engineer with a strong background in ground investigation, geotechnical design, and risk assessment for complex civil and environmental projects. He brings deep technical expertise in soil and rock mechanics, foundation design, slope stability, and earthworks, combined with a practical understanding of construction constraints. Ciaran is skilled at interpreting site investigation data, developing clear and proportionate design solutions, and communicating technical risk to multidisciplinary teams and stakeholders.

Arnold Leahy

Arnold is a Fellow of the Royal Institute of Architects of Ireland, with over 35 years experience in the Irish and UK construction industries. Having spent the initial 8 years of his career with Frederick Gibberd Coombes in London, he returned to Ireland in 1996 to set up Arnold Leahy Architects, a practice currently with 6 architects and technicians

Arnold provides invaluable support on architectural façade design and construction related issues.
