Under Ireland’s Building Control (Amendment) Regulations (BCAR) 2014, certain building projects require the appointment of a Design Certifier and Assigned Certifier.
The Assigned Certifier coordinates inspections, certification and compliance documentation to ensure that buildings meet the Building Regulations and are safe to occupy. Developers can be penalised or delayed if they fail to appoint a competent certifier or manage the BCAR process correctly.
End‑to‑end certification support
EML Engineers’ chartered professionals act as Design Certifiers and Assigned Certifiers, providing a single point of accountability for BCAR compliance:
- Pre‑commencement
We review design documentation to ensure compliance with the Building Regulations, advise on BCAR procedures and submit the commencement notice with required certificates. - Inspection plan and coordination
We draft and implement the inspection plan, undertake site visits at key stages and coordinate third‑party inspections (fire safety, damp‑proofing, structural frame). - Compliance records
Our team maintains inspection records, test certificates and as‑built drawings in accordance with BCAR Part A. These documents are critical for the Certification of Completion. - Certification of Completion
On completion we submit the Certificate of Compliance on Completion and associated documentation to the Building Control Management System (BCMS) and local authority, enabling the building to be opened or occupied.
